In villages, hamlets, and residential groups, mass performance clubs and teams have been established, practicing and operating regularly, attracting a large number of people to participate. Thereby contributing to preserving and promoting traditional cultural values, promoting community tourism development.
Established in 2023, the Folk Dance - Sports Club in Residential Groups 3 and 11, Na Sang commune has been attracting about 40 members who are women and elderly women to participate in regular activities. With cultural and artistic activities right at the grassroots, clubs have contributed to creating a vibrant and cohesive atmosphere in the residential community.
Vũ Thị Mai, Manager of the Folk Dance - Sports Club of residential group No.11, believes that the establishment of the club stems from the actual needs of women in the residential area. The club has created a healthy and useful playground and helped women have conditions to exchange, learn, and cultivate knowledge and skills in dance, folk dance, and sports subjects suitable for their age.
Through periodic activity sessions, the club has contributed to encouraging members to confidently demonstrate their aptitude, exercise their health, and improve their spiritual life. At the same time, the club’s activities also promote the increasingly developed local cultural, artistic, and sports movements, contributing to building an increasingly rich and healthy grassroots cultural life.
Recently, the mass cultural and artistic movement in Residential Group 5 (Điện Biên Phủ ward) has seen many positive changes, developing increasingly deeply and widely and attracting a large number of officials and people to participate. Members of the mass performance team of Residential Group 5 have become the core force in local cultural activities. On every holiday and important event of the residential group, the performance team always actively practices and participates in performances, bringing rich and attractive items, creating a joyful and excited atmosphere among the people.

The harmonious combination of folk melodies and traditional dances with modern items has created a strong spread and demonstrated the spirit of solidarity, creativity, and pride of the people in the neighborhood.
Recently, localities, departments, and sectors in the province have focused on synchronously deploying many solutions to diversify cultural and artistic activities at the grassroots, creating a deep and wide spread in community life. The success of ethnic cultural festivals and traditional festivals organized in localities throughout the province has clearly demonstrated the strong development of the grassroots cultural movement. Right in villages, hamlets, clubs, and mass performance teams, the cultural - sports movement is maintained and developed, contributing significantly to preserving and promoting traditional cultural values; creating an important foundation for sustainable tourism and socio-economic development.
To achieve those results, there was the drastic involvement of Party committees and authorities, close coordination between departments, boards, sectors, unions, and the consensus and active response of the community and social organizations. Many cultural guidelines and policies were issued and deployed suitably to the reality of each locality and each ethnic minority area, thereby arousing the subject role of the people in preserving, practicing, and creating culture.
Concretizing the goal of preserving and promoting traditional cultural values associated with community tourism development, Mường Nhé commune organized a training class to foster and improve the capacity to organize cultural and artistic activities at the grassroots. The activity belongs to the national target program for socio-economic development in ethnic minority and mountainous areas in 2025.
After 5 days, trainees who are artistic nuclei, individuals with aptitude, and reputable people in villages and residential groups were equipped with important knowledge and skills on building and organizing cultural and artistic exchange programs serving political tasks and community tourism development. Trainees were guided to organize folk games and community activities; choreograph, stage, and practice folk songs, folk dances, and folk music items of many ethnic groups to meet practical requirements in the locality.
Nguyễn Văn Úy, Chairman of Mường Nhé commune People’s Committee, affirmed: “Organizing training classes to foster and improve capacity for the core artistic force at the grassroots has important significance in the work of preserving and promoting traditional cultural values. Through training, trainees consolidate knowledge and skills, contributing to spreading good cultural values, step-by-step linking cultural activities with community tourism development, creating sustainable livelihoods for the people.”
The work of preserving and promoting cultural heritage values continues to be deployed methodically and effectively by all levels and sectors in the province. Every year, Điện Biên province successfully organizes many major cultural festivals and events such as: Ban Flower Festival, Hoàng Công Chất Temple Festival, Swallow Tail Boat Racing Festival; restoring and preserving typical traditional festivals of ethnic groups... Classes teaching Xòe Thái art, Lam Vong dance, mass art festivals, and ethnic cultural festivals are organized regularly, contributing to preserving folk performance arts. Especially, maintaining mass performance teams and clubs preserving traditional folk songs, folk dances, and folk music has created a succeeding force, practicing and teaching heritage to the young generation.
In the coming time, Điện Biên province will continue to focus on building a diverse and quality tourism product system; organizing festivals and events suitable to local potentials and advantages. In which, focusing on developing specific cultural tourism products based on preserving and exploiting traditional cultural values; elevating typical festivals. Linking community tourism development with green agriculture, cuisine, and OCOP products to create highlights attracting tourists, prolonging the length of stay, and increasing economic value; at the same time affirming the central role of culture in the sustainable development of the province.
